Ulfric Stormcloak was born to one of the most powerful Jarls in Skyrim, second only to the High King himself in power, wealth, and influence. As Dragonsreach is located in Whiterun, and Whiterun Hold was neutral in the Skyrim Civil War, the Jarl of Whiterun, Balgruuf the Greater, was hesitant to allow the Dragonborn to capture a dragon. The Dunmer and Argonians are further segregated from the rest of Windhelm's population. This is just me throwing a penny into the 'Ulfric's age' jar. As someone has said earlier, Skyrim is mostly based off the more eastern parts of Europe, especially in the colder areas such as: Russia, Norway, Finland, Sweden and probably many other countries around that area. The Great War happened 30 years prior to 4E 201 so Ulfric would be 53 - 54 which seems fairly reasonable.
